Prime Engineering, Inc. is currently seeking a reliable, detail-orientated Department Head – Civil Site Design to join our team. This position is an on-site position located in Atlanta, Georgia

The ideal candidate will have experience in civil engineering land development, infrastructure design, construction document preparation for roads, storm drainage systems, storm water management facilities, utilities-water and sewer, sediment and erosion control, and traffic control. This position includes design oversight, project management, and leadership responsibilities within a team atmosphere.

The Department Head – Civil Site Design will be expected to take on a leadership role within the engineering team to provide engineering and design services to clients and will coordinate with engineers, project managers, clients and other disciplines to deliver on schedule and on budget projects. Train and mentor junior staff in their office as well as manage workload for the team. Lead engineering and production team through the planning and design of civil engineering projects.


  • Ensures objectives and decision-making align with overall company goals.
  • Management of design development, preparation and/or administration of the contract documents, opinions of probable construction costs, agency correspondence, client relations, staff supervision and mentoring. Projects include but are not limited to commercial, residential, and multi-family developments, mixed-use type projects, rezoning due diligence, public facilities, and other site development or utility projects.
  • Business development will be an important focus for this position – manager will be responsible for involvement within community to facilitate growth of the firm.
  • Focus on client satisfaction through excellent communication and designs that meet budget and time goals.
  • Quality Control – oversight of construction document preparation and design including hydrology studies, stormwater management plans, site layouts, grading plans, utility plans, storm water plans, roadway plans, details, and other items related to project development.
  • Permitting submittals and coordination with authorities having jurisdiction.
  • Excellent interpersonal, leadership and communication skills that allow you to interact with clients effectively and professionally, authorities having jurisdiction and the public. Identify, research, and qualify RFP/ RFQ’s and upcoming projects for go/no go potential
  • Direct and lead submittals in response to RFP/ RFQ’s.
  • Manage existing and develop new client relationships
  • Supervise and be responsible for the overall directions, coordination, and management of an engineering team, including hiring, training, utilization and other daily functions.
  • Responsible for management of daily plan production of team, schedule, budget, quality control/assurance, collections, and opportunities.
  • Engage, mentor, and motivate junior staff through counsel, guidance, and transfer of knowledge. Plans, schedules, or coordinates the preparation of documents or activities for multiple major projects.
  • Be able to execute through administration, technical and management techniques on multiple projects to ensure the successful completion, on time and within budget.
  • Effectively execute project contracts and develop internal staff.
  • QA/QC reviews of all calculations and design by staff, and provide guidance and mentoring
  • Managing and serving as the lead Project Manager on major civil based and some municipal and aviation projects
  • Assist in developing processes and provide input on achieving company and office operational excellence while growing their region and office.
  • Keeps informed of new methods and developments affecting the organization and recommends new practices or changes in emphasis of programs.
  • Represents the organization and maintains liaison with individuals and related organizations.
  • Applies knowledge and expertise acquired through progressive experience to resolve crucial issues and/or unique conditions
  • Manage competing demands and establish priorities for staff
  • Responsible for client interaction, including preparation of new contract proposals, change orders, attending or leading project meetings.
  • Lead and manage current project teams from bid until completion, while looking to obtain future business and performing own project duties.
  • Mentor and direct junior staff, coordinate with project managers, and responsible for goal setting and performance management of engineering team.
  • Review project changes, pending or anticipated alterations to the contract, additional work requests, and all other factors, which may significantly affect staffing requirements or budget
  • Provide technical assistance in the resolution of design problems including field investigation or inspections, detailed design work, detailed review of design computations done by others and general coordination of design aspects.
  • May act as the technical specialist for the organization in the application of advanced concepts, principles, and methods in an assigned area.


  • Bachelor’s Degree  in Civil Engineering
  • Professional Engineer Registration Required
  • A minimum of 15 years of professional engineering design and project management experience
  • Demonstrated experience working in a fast-paced, multidisciplinary environment with tight deadlines and ability to adjust to project priorities and demands of multiple clients
  • Ability to lead and develop an engineering and project management team.
  • A strong background in the land development industry, site planning, grading design, stormwater management studies, and construction document preparation
  • Ability to coordinate tasks and projects with other department managers, engineers, surveyors, and planners
  • Thorough understanding of municipal codes and regulations.
  • Thorough understanding of business and financial principles in a consulting business.
  • Prior experience mentoring project managers and engineers-in-training / design staff
  • AutoCAD Civil 3D and design software experience – this position must understand the design software, but the position is not to perform AutoCAD design
  • Strong business development skills
  • Excellent financial management skills
  • Experience working with authorities having jurisdiction codes, standards, and technical specifications
  • Proficiency with developing and designing construction details
  • Experience with a formalized QA/QC program such as Bluebeam
  • Experience with scheduling software such as Microsoft Project
  • Strong collaborator and experience presenting in front of boards, commissions or councils is a plus
  • Excellent written and verbal communication skill with the ability to work closely with other team members, clients, and local review agencies
